Instructions have been issued regarding the protocol to be followed by ministers, state ministers and deputy ministers when they travel abroad on state or government business and when they return home at the airport and during their travels within the country.

This directive was issued by the Cabinet Division on April 16. It was published on Monday (April 20).
*The relevant Additional Secretary/Joint Secretary of the Ministry/Division will be present at the airport during the departure and return of Ministers/State Ministers/Deputy Ministers abroad.
*During a visit within the country, the Minister/State Minister/Deputy Minister’s/Minister’s/Deputy Minister’s/Minister’s/Department’s Private Secretary will be present at the Minister/State Minister/Deputy Minister’s/Minister’s departure and return points from Dhaka, as per the Minister/State Minister/Deputy Minister’s/Minister’s intention.
*As far as possible, the Deputy Commissioner and Superintendent of Police and the senior-most local level officer of the concerned ministry/department will welcome and felicitate the Minister/State Minister/Deputy Minister at the place of arrival and departure at the district headquarters.
*The Deputy Commissioner or Superintendent of Police will not need to cancel or change his official visit to be present at the District Headquarters. In this case, the Senior Additional Deputy Commissioner/Additional Superintendent of Police will give the welcome and farewell reception. If the Minister/State Minister/Deputy Minister expresses his wish, the Deputy Commissioner or Superintendent of Police will cancel his tour schedule.

- During the visit of the Minister/State Minister/Deputy Minister to the Upazila Sadar or any other place in the Upazila, the Upazila Executive Officer, Assistant Superintendent of Police and the senior most local level officer of the concerned Ministry/Department shall welcome and bid farewell to the Minister/State Minister/Deputy Minister. Unless necessary, the Deputy Commissioner or Superintendent of Police need not be present in this case.
*The presence of the Deputy Commissioner of Dhaka/Chittagong/Cox’s Bazar/Jashore at the airport or railway station is not required unless it is necessary at the time of arrival and departure. This also applies to the Superintendent of Police/Metropolitan Police Commissioner of Jessore and Cox’s Bazar.
- If the airport/railway station of the surrounding district is used as transit during arrival/departure in a district/upazila, an appropriate representative of the concerned District Administrator will be present at the transit point.
